What do we do? Water and watershed
analysis and consulting, including related environments and habitats, enforcement of
water regulations and on-the-ground project coordination.
Our first projects? .......Water
conservation and environmental progress start at home, so we formed the Frazier Park Area Adopt A Creek
Project, for Cuddy Creek, and the Grapevine Watershed Project, to accomplish precisely
that in our own backyard. Both of these projects are recognized by EPA.
Working with our volunteers, State, County and Federal agencies and local watershed
activists, we co-sponsored a successful Clean Water Act grant for our area and are in the
process of protection, analysis and rehabilitation of local surface water resources.
We have been recognized as THE protectors of streams, lakes, ponds and watersheds
in Southern Kern County, and Northern L.A. & Ventura Counties, California.
While doing so, we documented our entire
local watershed, water sources, pollution sources, diversions, hydrological history and
other features. We have worked extensively on this project and local water issues
with the State Water Resources Control Board, Calif. Dept. of Fish & Game, State Water
Quality Board- Region 5, the Army Corps of Engineers, Kern County Dept. of Environmental
Health, State Dept. of Health Services, State Water Rights Board, U.S. Fish & Wildlife
Service, Kern County Counsel, Kern County Engineering & Survey Services, local water
agencies, Kern Water Agency, Kern County Planning, FEMA, Kern County Board of Supervisors,
Ventura County Board of Supervisors & Planning, and numerous California water and
environmental groups. In late 2003, Questa Engineering and Kern County conducted a
Cuddy Creek Restoration Feasibility Study at least partially as a result of all this.
Water law compliance and enforcement of
existing regulations are part of our specialties, especially related to both surface and
groundwater-related impacts of new developments or construction and unauthorized,
unlicensed diversions. Frequently, governmental agencies do not follow thru on
regulations or oversight unless a complaint is filed by the public. If you have a
situation that you would like to file an official complaint on but are unable to do so, we
will file the complaint for you, or walk you thru the process. Check with us for
fees and a quote on your item.
In addition, we do stream flow,
sourcing, quality, lake and pond analysis, aeration, windmills and water conservation, and
we can assist with grant coordination. We are also available for coordinating water
well drilling for both commercial and domestic purposes, formation of mutual water
companies, Conservation Districts, water rights & licensing, trout stocking programs
and permits, streambed reconstruction, erosion prevention and other watershed
rehabilitation. Videotaping, public hearing, legal opinions and documentary services
have also been provided.
We sell water filters, bottled water,
gauging, measuring and analysis devices, test kits, nets, floats, buckets, bottom
samplers, thermometers, hydrometers, Kemmerer bottles, sampling kits, critter pans,
counting wheels and cells, flowmeters, poly chord & line, fishery equipment, Secchi
disks, test meters and other water sampling or testing gear. We also offer a wide variety of deco pond and waterfall supplies and construction.
